ruby might not be the best choice for someone just starting with programming on linux. Try basic c/c++ console programming first and then gradually move on to QT/GTK. If u're looking for VB like tools have a look at gambas. search on freshmeat.net for it. QTDesigner+Kdevelop is also pretty good. For GTK check out Anjuta+Glade.
