The mail is not being routed by any server. The jerk is running a local mail server at his end and is sending out e-mails through that. This is illegal and if he/she was in the US he could have been easily put to task. The best thing would be to report to Sify that you were being spammed from that IP along with the date and time. Like a responsible ISP, Sify should terminate the account.
