Trying
$ host -t LOC 203.200.160.27 tells us

Name: ppp160-27.pppcal.vsnl.net.in
Address: 203.200.160.27

Which indicates he is behind some sort of a
broadband/DIAS/DSL/ADSL connection issued by the VSNL
to the ?24online.elitecore.com folks (the elitecore
thing was already pointed out earlier). Get the VSNL
folks to track down this guy, or whoever who is using
this computer.
