the thing that you mention is indeed illegal and small or big fry BSNL /
VSNL is looking out to catch them.

VoIP is legal only as long as the following is done.

1. Inside an organisation i.e. between branches of an organisation. even
here you cannot interconnect a public line/ exchange with a VoIP line/exch

2. call originating from india through pc and terminating abroad. for this
too only licensed players have been allowed. one of them phonewala.com you
mentioned.

no other VoIP calls whether STD / local /ISD are legal. you cannot terminate
VoIP calls and reroute them through the PSTN lines.

be careful. the Indian Telegraph act is one of the oldest laws, made in
1885. so very archaic and unreasonable but legal.
