Hi Palash,
I feel you are landing on the new narrowband RAS of BSNL (provided by UTStarcom under NIB-2 expansion).
It will take some time till the new products from companies without the knowledge of Indian condtions (copper cable and telecom networks in general) can make products to suit our countries needs.
Try at different times, the old RAS from CISCO i.e. AS58xx series has been pretty stable over so many years. Maybe a VSNL account will function better.
May be one of our very experienced and learned friends from a reputed institue (Soumya) can help you as he has a strong belief that UTStarcom Products are good and stable and he is highly satisfied with them ;)

i am noticing that kppp frequently fails at the stage of username and password authentication while connecting to BSNLs A/c free CLI based Internet service.
I am using PAP/CHAP in kppp settings. I have successfully connected using the same settings. I want to know what kppp settings you people use. Should I go for a script based setup? please advice.
