I don't get the reference to the colonization discussion (maybe just because it's a bit early in the morning for me :-), but that's an important point there. Wrt accessibility, Gnome has good foundations with its accessibility architecture and ATK (accessibility toolkit). Gnopernicus is a free screen reader that works with Gnome's accessibility framework. I think Gnome has done well in this area and support for accessibility seems to be well integrated in it.
