My 2 cents:

Mention that you are an iLug-cal member, and then briefly explain the
mission statement of iLug-cal, and how it can help, i.e., installation
help, cds, troubleshooting, educating, etc. 
Explain the free and open software philosophy and its benefits, 
* free of viruses
* localization support
* learning oppurtunities which it provides
* extremely powerful,
* job oppurtunities which it can provide
* promoting good and honest principles, people can use computers without
a guilty conscience of using pirated softwares

State your background, and how you and iLug-cal can help them in running
a series of/regular articles, columns etc.
