ഇന്ത്യിലും പ്രത്യകിച് കേരളത്തിലുള്ള ഭരണവര്ഗം ആണ് ഇത്തരം മണ്ടന് നിയമങ്ങള്ക്കു കാരണം . ജീവിതത്തില് കമ്പ്യൂട്ടര് കണ്ടിട്ടില്ലാത്ത വെറും പ്രാഥമിക വിദ്യാഭ്യാസം മാത്രമുള്ളതും സ്ഥാനകയറ്റം കിട്ടി ഉന്നതംകളില് എത്തിയ ഉദ്യോഗസ്ഥരില് നിന്ന് ഇതില് കൂടുതല് ഒന്നും പ്രതീക്ഷിക്കരുത്
