I was curious to see the 0.35 Mbps limit. Coincidentally I have been facing
it on BSNL 3G offlate, so it might mostly be something to do with BSNL
throttling uploads rather than ADSL limits. Even on Airtel 3G I got only
0.7 Mbps upload speed against 4.25 Mbps download speed.  I used to have
FTTH a while back and I used to get 1:1 download/upload speeds then.
