The advertised speeds for 3G (or any shared wireless link GPRS/EDGE/EVDO/LTE
etc.) is the theoretical maximum. You'll rarely(read never) achieve those
speeds in the real world.
Also the speeds are the maximum speed "per tower" not "per user". So in
densely populated areas with lots of active users, your speeds can quite
easily drop to worse than dialup, or even prevent you from getting on the
network if the tower already has the maximum number of users.(Happens
regularly at concerts/rallies and other crowded places.)
So any speed test you do run today are absolutely meaningless tomorrow when
the operator has added more subscribers.
