To the best of my knowledge the network stack will take up all the b/w
that is available, I do not think it is app dependent.

The weakest "link" is between the IP you get and the ISP gateway.
The best alternative is a "speed test" page hosted by your ISP.

A quick search for "BSNL speed test" throws up the following:
<http://bsnlspeedtest.in/>
but it does only download speed.

You can hookup up the 3G dongle to a laptop (assuming your browser
support java/flash etc.) and get an idea about the speed between "you"
and the BSNL end.

Speedtest.net (with the closest server  to your location) is a fairly
accurate picture for both download and upload speeds but the utility
is flash based.
