I am all for DUL based blocking ... *if* the ISPs act responsibly, and
provide proper SMTP service to their clients. The biggest problem with Indian
ISPs is that they are all satisfied being part of a nation-wide dialup
cyber-cafe, where if HTTP and Yahoo Messenger/MSN messenger works, then all
is well.
When expectations of mail admins worldwide is that ISP customers should be
using their ISP's mailservers for sending out mail (first of all many people
still need to be educated that there is something other than webmail), the
ISPs should leave no stones unturned in providing a good SMTP service.
However, as far as I know:
VSNL: doesnt let mails sent from non-vsnl email addresses out, submit dialups
to DUL lists. Almost completely unusable, for those who dont know
anything about non-webmail mail, or direct-to-mx.
Spectranet: Allows mails to be relayed, but god knows where and when they
reach(from LL's experience). Submits to DUL lists.
Dishnet: Allows mails to be relayed, but god knows where and when they reach.
Most of its allocated IP addresses are banned in various RBL's round
the world for their cluelessness with regard to spam.
Hotwire: Allows mails to be relayed, but only upto 700kb per mail. SMTP
service is down frequently.
Sify: submits to DUL lists. Dont know about other "features".
NOW: Provided good SMTP service, but now closed down their dialup service.
In short, Indian customers are getting scr**** royally, and it is time people
start demanding better service from their ISPs.
