At least this is what happens on Ubuntu. Even su into root, and then as root, 'su user1' too does not allow it. For checking Bangla webpages with different settings, once I used another way. Going to a virtual terminal, with ctrl-alt-f*, and then, after logging in as 'user1', 'startx -- :1' will start another x-server, as user1. This then allows to use firefox, obviously with another cache and all, as you suggested.
