Probably because the CD's should have been theoretically possible to
cut at 40X but wasnt physically possible - who knows am not sure what
cdrecord does to decide the write speed. I usually tend to be safe than
sorry ;).

Because the CD is spinning while you are writing it and beyond 60X the
media will be affected by the centrifugal force during the write
process. I just read that somewhere dont know whether it is actually
true anymore/ever.
