The following is from the dark recesses of my mind.

If you have a full version of Virtual PC it should include the 
Microsoft Operating system. If you don't have a full version you need 
to start by installing DOS then Windows. Then upgrade to Windows 98.

Your friend should have given you the manual with the CD.
