You can use your Software Restore CDs to put a new copy of OS 9.2.2 on 
your machine. If the OS 9 CD is the one that came with your system, I 
couldn't say what the problem is. If not, then it's possible that you 
formatted your HD as UFS, which OS 9 may not recognise.

Normally I am not an advocate of partitioning hard drives, but if you 
are working with video you *want* to partition the hard drive. You 
*want* to keep the system and the video separate of each other. This 
allows you to easily erase the partition with your video on it when you 
are done with a project (much faster than defragging) without 
interfering with your system.

With the full (and vastly better) Roxio Toast going for around $60, why 
not just upgrade? The iMovie-to-VCD plug-in alone is worth that, IMHO, 
and you get OS X compatibility.
