I don't believe that is the case always. I use an iBook disk, and it contains the full installer for OS 9.1. I know this because it's worked on this iMac, a PowerMac 7600, and a PowerMac 8100. However, there is no "Restore" CD. One disk is "Software Install" and the other is "Applications". Most of the time, in my experience, the disks that came with a particular machine were not machine-specific, but full install CDs and worked on any machine capable of running that particular OS. As the disks I am using contain OS 9.1 and were intended for an iBook, I am surprised that an older OS, 9.04, wouldn't work on another machine.
