There is a Documents folder at the root level of your drive that is 
accessible to any user.  Just put the document there.  If desirable, 
you can set permissions to prevent the document from being 
inadvertently changed or deleted by someone other than the document's 
owner.  Any user should be able to access this folder (and any 
documents within).
