Jaguar includes Classic compatibility, but only if you have Classic 
already. The Jag does not include OS 9, or an update for it.

If you wiped clean to install, you don't have Classic anymore. And if 
you never had 9, you don't have Classic. You must install it 
separately, or update your OS 9 if it's less than 9.1.
