I believe it must be installed within the first 8 Gigabytes of the first
partition on the Rev. A-D iMacs (something to do with the ROM).  I'm
guessing that OS X is already in the first partition, and you should also
install OS 9 there as well.  You really should have installed OS 9 first.
If you can stand doing a complete reinstall, and you still want OS 9 and OS
X on separate partitions, then you should re-partition the drive (which will
erase and reformat the drive), perhaps with two four-gig partitions at the
beginning of the disk, then divide up the rest however you desire.  Then
install OS 9 on the first partition, and OS X on the second one.  Then you
can use the other partitions for your apps and maybe another for your files,
etc.  At least that's the gist of what I've been reading about it on this
list.  I'm sure someone will correct me if I'm wrong here.
