If what the seller is supplying is what he illustrates? It is the full install version of 9.2.1 and it will work fine as a standalone OS. It will also serve nicely as Classic, if and, when you decide to go to OS X.
My only comment would be to do a little shopping. Then what he/she is advertising is what they are delivering. If not then you wont find out until you receive the CD.
