This does sound like the modem itself is not working. In OS9 I would have said that the extension for the modem may be missing or disabled. I don't know OSX (and I've only used 10.2) well enough to even give a suggestion on what software problem it might be. Have you searched the Apple discussion boards for the quoted error message? Either way, a visit to your local mac service center may be in order.

If it turns out the modem is the problem you could replace it yourself. Your iMac is a 400 MHz? Is it an iMac DV (does it play DVD's)? I know that you can replace and upgrade most anything in a CRT iMac if you are willing to ground yourself and enjoy taking things apart. :-) The Low End Mac site profile of the iMac DV is a good place to start for info and upgrades. http://www.lowendmac.com/imacs/dv.shtml.

It tells me that the "modem was not found. Check that the modem is properly installed"

Well... Ack! Maybe the internal modem in your iMac is kaput. That can happen but I'm outta ideas for proceeding.
