In Dreamweaver, there is one root directory for each website you have.

As you trashed everything, I guess you have to make a new site from the Site
menu. If you are not able to open that dialogue, you may want to trash the
preference file too, and not just the folder.

I don't remember if the dialogue is just as obscure in Dreamweaver 4 as in
MX that I am using, but when I make a new site, there are two tabs at the
top, one basic and one advanced. I had to look for a long time to find the
advanced tab too ;-)

In the advanced tab, you can easily choose where you have your local root
folder for your site, and Dreamweaver should import it without any problems.
