I'm not quite parsing that thoroughly, but I think you want to know how
Classic works. Here goes:

Classic emulates (in a sense) OS9 from within OSX. Apps that run within
Classic run right alongside your X apps (meaning you can run 9 and X
apps at the same time). There's no "switching" involved; Classic apps
appear in the Dock and behave almost like real X apps. You can
cut-and-paste data between most Classic and X apps, even.

Apps in Classic run a little slower compared to booting directly into 9,
but it's not too bad. In fact, I still use Claris Emailer as my primary
email app. I gave up trying to adjust to OSX Mail's interface, and
Emailer runs faster anyway, despite being a 68K app. Photoshop 6 and
Illustrator 9 also run OK, although PS6 likes to stall for a few seconds
every now and then.

Bear in mind you need lots of RAM to run Classic effectively, and that if
a Classic app crashes, you'll have to restart Classic (but just Classic;
OSX keeps going). It helps to trim down the system folder you use for
Classic. Many control panels and extensions are unnecessary, as their
functions get routed through to their OSX equivalents.

I keep 2 OS9 installations: a bare-bones setup in my OSX partition, just
for Classic, and a full setup on its own partition, which also contains
all my OS9 apps, for the rare occasions I need to boot into OS9. You can
specify which installation gets used in the "Classic" pane of System
Preferences. Hope this helps.
