iPhoto.
I should add that the finished product has to be in a common video format
and viewable on both a PC and/or a Mac.
iPhoto will export to Quicktime.
Also, if you have a DVD-R iPhoto will integrate with iDVD and make a DVD with slides. Very very easy, very very sweet.
It's so easy that my 5yo (well, practically 6) is going to make a DVD of pictures of himself for his grandparents. I will stand by to make sure there's no problems, but he's going to be doing it himself.
