Doesn't change the answer. Quicktime Pro (or iPhoto, or iMovie) can quickly and easily turn a series of still images into a movie saved in Quicktime format (use Cinepak as your compressor for most widely-accepted compression). Contrary to myth, most PCs have Quicktime already loaded, and can update for free by visiting apple.com/quicktime.
Burn the QT movie onto a CD (the default burn is a PC-readable hybrid format) and voila!
