Security systems sometimes use a phone line for communication with 
their office, it causes all manor of problems with fax machines using 
the same line.

The only other thing is that the water company uses the phone line to 
get readings from our meter. Could that possibly be the source of the 
problem? If so, is there anyway to overcome it?
