I have to agree with Ken Poppers, that when I want to do this I have to use the cluggy Copy in Safari, Paste in Mail process. Safari does not seem to have a built in "email this URL to a friend" kind of button that I have seen in other browsers.
It's easy -- just highlight the URL, then use Services -> Mail -> Send Selection.
