I've never had this happen on my eMac, but I did have it happen on my 
old PeeCEE machine.

Check you dialup settings. There is probably a rogue program that is 
dialing out and may even be spreading a virus or getting a heck of a 
lot of long distance charges added to your phone bill.

DEFINITELY I would look for a trojan or other type of rogue virus.
