If you are running any version of OS9 and the iMac will not "shut down" from the menu commands on the desktop then it is reasonable to assume that the Finder Prefs may be corrupted.
Find the Preferences Folder in the System Folder and remove the Finder Prefs into the Trash. Restart anyway you can. See if that helps.
