For OS X, I find that Mozilla, Safari, Camino, Firefox, Opera -- in short all the current browsers -- have no problem with Paypal and security.
I have regular crashes using PayPal with Safari, I gave up and now do all my finances through Camino 0.8 instead.
At the very, very least, your friend should upgrade to 9.1 if not 9.2.2 -- it's free (I believe) and might possibly solve his problem for a while at least (I assume he's already updated to the last version of IE for Mac -- if so, also give Netscape or WamCom's version of Mozilla 1.3 a try).
That much I will go with. If you have a New World machine running OS 9 then there's no excuse for not running 9.2.2. It's better, faster and more compatible than 9.1.
