To my experience, typing in a URL, when sent, will appear as a hyperlink. Here is an example: I am typing in http://www.apple.com as plain text. When it appears on the list, it'll be a hyperlink. At least it shows up as one in my version of mail. I'm running 10.3.4 and the mail version is 1.3.8 (v618). You don't have to put any special characters around it.
Putting <> around the URL keeps the link working in case it gets text wrapped (carriage return inserted automatically.) You should still do it even for a short URL in the middle of a line as you never know what is going to happen to it, especially on a 2nd, 3rd or later quoting.
