I have read your request and a couple of the replies so far posted, and I am just a little confused as to whether your post has a typo or not. Your note talks about "CD" in one place but "HD" in another and I am just wondering if you really mean that you cannot boot from EITHER your CD player or your internal HD or whether any of these acronyms is a typo.
However, assuming everything you typed is correct, my comments are:

Well, regardless of whether you mean the internal CD drive or the internal HD, I believe there should be a power cable attached to it as well as a signal cable. If there isn't one, you need to go hunting in the harness for it or find a new one if it has been somehow removed.
Yes, I have had experiences with my Rev/A iMac where for some reason it will not boot from any CD except one of the ones that came with it when I first bought it brand new. As I recall, once I was able to boot it that way, it would then boot from other boot CD's which it had failed to recognize earlier, and that's how I got to finally use something like Disk Warrior on it to repair the original internal hard drive issue.
