I can confirm what Chris just suggested, that the 233 Mhz iMac requires all boot OS's have to be on a single partition no larger than 8 Gb and located at the beginning of the hard drive. I made the mistake of installing an extra OS 9.x on my second partition and got exactly the same results you are seeing.

One obvious disadvantage of this is that OS X applcations generally install themselves on the OS X boot volume (although in some cases you can manually point them to a different volume for installation) and this in turn means that the 8 Gb partition gets pretty crowded pretty fast. But it is workable.
