I would suggest to you that your eMac's fan was defective. I have set up a number of eMacs for people recently, and while the fan is certainly audible, I haven't run across one yet that I would describe as "noisy."
The first generation eMac was noted to have a noisy fan, but this was rectified in later revisions. I suspect the fans were all sourced from the same supplier as for the G4 MDD and thus all were unacceptably loud. Oddly it never effected the iMac, i guess it's fan was a special specification for the job...
