Larry, there are three option in the Energy Saver Control Panel:

Computer: Drag the top slider to set how long the computer should be idle before going to sleep.

Display: Drag the bottom slider to set the timing for putting the display to sleep.

Hard Disk(s): To put only the computer's hard disk to sleep whenever it's inactive

The fan seems to go off based on the "Computer" setting, though the heat sensor may still be active and trigger the fan if the temperature rises. I've noticed that after I put my iMac to sleep during the day, it sometimes comes back on due to the temperature.
