well, I think the answer to that may be more based on what is causing it. 

For instance, if the fault lies with Microsoft Word, then yes, even 
though the bug is with Word, I would think the OS should be able to 
protect itself.

However, if the fault lies with something like a joystick driver that is 
designed and SUPPOSED to take over control of the mouse, then no, the 
fault is not with the OS because it has to let the joystick software do 
its thing.

I think OS X is much better at this then previous versions of the Mac OS.

The simplest way to say if it is something you should have to check vs 
something that Apple should check... boot with just the OS running (even 
in OS X booting while holding down Shift will give you that). If no 
problem exists, then yes, you should have to do the checking. If the 
error is caused by something you added, then it becomes your 
responsibility to figure out what you broke.

I'm still fairly new to XP (its only been about 6 months since I started 
playing with it), but XP gives me equally frustrating and seemingly 
stupid problems. And they can be just as hard to track down and fix.

No matter what the OS is, you can't be protected from yourself and/or 
lousy programmers and bad software quality control. All you can hope for 
is that the OS is made as rock solid as possible so that when a problem 
occurs, you can rule out the OS quickly and locate the offending program. 
Then decide if you want to get rid of it, replace it, or live with it. I 
think both Apple and Microsoft have come a long way to getting the 
problems out of the OS, but neither has it 100% yet (nor will either 
likely ever have it 100%).
