Well I think that, the Created date is just when it was put on some, computer at apple and the Modified date is when they burned it to the CD.
I could be wrong but I suppose it is something like that.
So, that means that the current version of Apple Mail (1.3.9) was last updated for Panther's initial release and hasn't been updated since. Maybe Tiger will have a new version that fixes the bugs and shortcomings in version 1.3.9
