There's no such thing as a "freeware defragmentation program" for the Mac. It probably wouldn't do much good even if there was -- 10.3 features automatic defragging (of a limited sort).
Generally when people tell me the machine that they've had for a while is "acting sluggish," it usually comes down to one of two things:
1. They are close to full on the disk (within, say, 2GB of full)
2. They have never (or not for a long time) run any kind of utility to maintain their mac.
If #1 doesn't apply to you, then it's most probably #2. Download Onyx, read how to use it, run the "automatic" function to do cron maintenance, repair permissions and clear caches, then reboot. The problem is likely solved.

See above. I'll never understand why people "get" that they can't run a car forever without preventive maintenance, but don't seem to grok the idea when it comes to computers/electronics. :)
Just get the machine in good working order, make a clone or backup, repair permissions before and after you install Tiger and you'll likely have smooth sailing.
