i beleive he is trying to say he has OS 9, and he wants to defragment
before he installs Tiger, i 
think...your suggestion assumes he has OS X already.

There's no such thing as a "freeware defragmentation program" for the 
Mac. It probably wouldn't do much good even if there was -- 10.3 
features automatic defragging (of a limited sort).

Generally when people tell me the machine that they've had for a while 
is "acting sluggish," it usually comes down to one of two things:

1. They are close to full on the disk (within, say, 2GB of full)
2. They have never (or not for a long time) run any kind of utility to 
maintain their mac.

If #1 doesn't apply to you, then it's most probably #2. Download Onyx, 
read how to use it, run the "automatic" function to do cron 
maintenance, repair permissions and clear caches, then reboot. The 
problem is likely solved.
