No. This is a BAD idea. Assuming the computer he has is capable of running OS X (which I can't determine without further info), then just put him on 10.3.x right away. It is ALWAYS a bad idea to start someone on one OS and then switch them to another OS soon after.
OTOH, this machine you speak of may be best suited to running OS 9; if that's the case, then that machine should be LEFT on OS 9, and the goal should be for him to get adept at the image-manipulation stuff he wants to do, so as to foster the rationale of the purchase of a REAL computer (ie a G4 or better running OS X) since by then he will have "outgrown" his first purchase.
Photoshop 4 or 5. Nothing finer for OS 9. Probably quite cheap by now on Ebay ...Here's the question!
He is not flush with money, however what computer software would you suggest to him, so he can fiddle with the digital images.
I'm sure he's smart enough to understand that powerful software requires some learning. Assuming he's staying in OS 9 for a while, he should buy the PS 5 and locate out-of-print books on PS 5 to help him. I have one I'd be willing to donate to the cause if this is the path you pursue.He has a friend with PS 5 for the Mac however is not sure what the word PhotoShop means!
Oh dear ... well, as you say his primary interest is in manipulating images he has taken, which doesn't involve the net, so perhaps that's not much of a factor.His iSP is dial-up only, and the telephone gets unplugged when he uses the computer.
Ideas, please...
Honestly, I'd suggest you tell him to sell the unit for what he can get for it and buy a Mac mini or eMac.
BUT if you're determined to keep the G3, then I'd say you'll need the following:
1. USB ports (so he can plug the camera into the computer)
2. A **large,** fast (7200 RPM recommended) hard drive -- and a second one for backup!
3. A CD-burner or DVD burner if he's talking about thousands of images
4. As much RAM as that machine can hold.
You start to see why I suggest a refurb eMac or Mac mini ... by the time he buys all these things, he's in the hole way more deeply than if he just got one of these newer units.
