Anyway, I am now in the market for an
airport or airport express.  I have a small apartment and use a cable
modem.

I am wondering if there is any reason to get an Airport Extreme, which
is $79 plus tax more than the Express?  The Express does have a
firewall and other security features, but

For a single or small-family user such as yourself, there is little difference between the Express (cheap) and the Extreme (less cheap). The major differences are few:

Extreme: supports up to 50 users, features an extra Ethernet port for wired computers (say a guest comes over who doesn't have an 802.xx card), contains dial-up modem in case cable goes out or you don't require high-speed connection.

Express: Supports up to 10 users, no extra Ethernet port, no dialing modem.

That's basically it.
