Take a look at File Buddy and GraphicConverter. Both have functions for finding dups. Also check out GraphicConverter's batch mode. Very handy for mass-converting things.

Aside - If the original submission to you is a JPG, do you really want to get rid of it? What if something is foo with the TIFF?
