I'm answering on behalf of those who DON'T want to use the Terminal/ UNIX commands to get this job done.
If by chance (in OS X) you have some files that refuse to leave the Trash, download the free program BatCHMod from macupdate.com or versiontracker.com.
When you open BatCHMod, you get a small window. Ignore this, and go to the file menu. There's a "Force Empty Trash" command right there, and it works every time.
