Officially, Apple wants you to buy the box set for Snow Leopard when upgrading from Tiger, since you haven't payed for Leopard. However, the non-box set version will still upgrade from Tiger. (I'm 95% sure.) So the decision is up to you.
(The box set is the version that includes iLife, and iWork. )
