If the root cache becomes corrupted or lost then you can not resolve
outbound names, though inbound requests will still be satisfied.  NT's DNS
(prior to SP5) is vulnerable to cache pollution or corruption via malicious
efforts.  That is 99% likely what happened.

The Stack connect is generated by the timeout of the call for Name
Resolution.
