Hmmmm. The provi.de domain has literally hundreds of config errors:
Multiple A records pointing to single IP addresses
Missing PTR records
PTR records that point to the wrong hosts
Lame delegation for reverse zones
Wildcard MX records
etc
However, in this case it looks like the mail problem is cause by the
provi.de mailserver, mail.hamburg.pop.de (193.98.9.7), simply not responding
in a reasonable time. Using telnet I can connect - but it takes a while.
Time-outs to valid addresses would definitely be enough to put a crimp in
your server's mail-delivering attempts.
Digging deeper...
1) The initial Telnet connection is speedy. It just takes a long time to
see the "Exim 2.12" server welcome message.
2) After I get the welcome message, everything is very quick. No problems
at all.
3) Subsequent connections are quick. ie, no delay before receiving welcome
message.
Taking all 3 of these points into consideration, I'm pretty certain that the
delay is caused by 193.98.9.7 performing a reverse lookup on my address
(and, therefore, on all other addresses as well). Subsequent connections
are quick because the previous DNS lookup result would now be cached
locally.
So, make sure your own delivering server has a working PTR record (that
works globally) and you might see things improve. The "global" bit is
important. Make sure that remote DNS servers on the other side of the world
get the same answers that you do when you're checking locally. Many
problems are caused by failure of DNS info to propagate properly.
