Maybe they will want to use your smtp because most ISP's do require that the
return address be from their domain to help stop spam, (the place I worked
for did, plus we hosting a few thousand sites from out of state) and if it
is business he is hosting then it will not look to good with one return
address and a different reply-to address.

The ISP's can always give them the ip range(s) and if not you can always go
to whois at Network Solutions and get the IP's by searching for the ISP's
name. This could be alot of work but....

  Below is what we ended up doing.

We got as many of the IP classes as we could, then we added the others as we
got calls in. We
explained it as we were getting outside interference from un-ethical mailers
and were creating a setup that would halt this and make mail service faster.
No lying here, just explaining it in a positive way.

   The other thing that you could do is try to get his IP and put it in the
kill list or if he is on a dynamic IP then kill his whole class.

Typed like this 90.0.0.0 255.255.255.0   this kills all 254 usable
addresses. This also can be used in the smtp access list to let in a whole
class but deny others.
