In general I believe that both files should have the same number on them
however I have found that if you add the user manually from the web
interface it will simply add the address to the users.lst which will be in
the format of one address per line but it does not add to the users.txt
file.

The users.txt file will show anyone that has subscribed via the the
normal subscribe methods and will usually be in the format of
[EMAIL PROTECTED] Firstname Lastname

Where Firstname Lastname is whatever the user put after the subscribe
command.  subscriber [EMAIL PROTECTED] My Name

So it is possible that your two files are different if you in fact added
users manually from the web interface.
