I think that there might be a setting as, pop3 server that is located on
port 110.
Also it can be caused by the security problem. (Ports)
If you can write me the problem message that appears on your users screen,
i think that i will be able to help you in more powerful way.

the user can logon into an external mail system?
My AOL users issue a setting for their messenger to let them logon into our
IMail.
